COUNCIL
EL SEGUNDO HIGH SCHOOL
ARTICLE I - NAME
The name of this council shall be
the El Segundo High School Site Council.
ARTICLE II - PURPOSE
The school site council of El
Segundo High School, herein referred to as the council, shall carry out the
following duties:
ARTICLE III - MEMBERSHIP
Section 1 - Composition
The council shall be composed of
twelve members, selected by their peers, as follows:
Council members chosen to
represent parents may be employees of the school district so long as they are
not employed at this school.
Alternates will be selected for
each category of council membership (teachers, students, parents and others) in
the same manner as regular council members are selected.
Section 2 - Term of Membership
Members shall be elected for two
year terms. Half, or the newest
approximation thereof, of each representative group shall be elected during odd
years, and the remaining number elected during even years. At the first regular meeting of the council,
each members current term of office shall be recorded in the minutes of the
meeting.
In the event of a tie in voting,
the election will be determined by a random drawing of those candidates who are
tied. The drawing will take place at the
next regular SSC meeting following the closing of the election.
Section 3 - Voting Rights
Each regular member shall be
entitled to one vote and may cast that vote on any matter submitted to a vote
of the council. Absentee ballots shall
not be permitted.
Section 4 Termination of Membership
The council may, by an affirmative
vote of two-thirds of its members, suspend or expel a member. Any elected member may terminate his or her
membership by submitting a written letter of resignation to the council
chairperson.
Section 5 Transfer of Membership
Membership on the council may not
be assigned or transferred.
Section 6 - Vacancy
Any vacancy on the council shall
be filled for the remainder of the term by selection from the peer group on the
School Site Council of an alternate representative previously elected. In the event that there is only one elected
alternate for a peer group, such alternate automatically becomes a regular
council member when a vacancy exists. Alternates will fulfill the term of any resignee. Alternates
must be replaced according to Article III, Section I within one month.
ARTICLE IV - OFFICERS
Section 1 - Officers

Should both senior officers be
unavailable, the principal shall preside at SSC meetings.
Section 2 - Election and Terms of Office
The officers shall be elected
annually, at the October meeting of the council, and shall serve for one year,
or until each successor has been elected.
Section 3 Removal of Officers
Any officer may be removed from
their office by a two-thirds vote of all the members.
Section 4 Vacancy
A vacancy in any office shall be
filled at the earliest opportunity by a special election of the council, for
the remaining portion of the term of office.
ARTICLE V - DUTIES OF COUNCIL MEMBERS
It shall be the duty of all
council members and alternates to:
1. Attend all meetings or notify the
chairperson when it is impossible to attend in person. Alternates shall have full voting privileges
in the absence of a regular member.
2. When a
council member misses two consecutive meetings and fails to notify the
chairperson, the chairperson shall declare this position vacant.
3. Accept
positions as officers or subcommittee members when so appointed or elected
unless unable to carry out the duties entailed.
ARTICLE VI - COMMITTEES
Section 1 Sub-committees
The council may establish and
abolish sub-committees of their own membership to perform duties as shall be
prescribed by the council. At least one
member representing teachers, one member representing parents, and one member
representing students shall make up the subcommittee. No sub-committee may exercise the authority
of the council.
Section 2- Other Standing and Special Committees
The council may establish and
abolish standing or special committees with such composition and to perform
such duties as shall be prescribed by the council. No such committees may exercise the authority
of the council.
Section 3 Membership
Unless otherwise determined by the
council, the council chairperson shall appoint members of standing or special
committees. A vacancy on a committee
shall be filled by appointment made by the chairperson.
Section 4 Terms of Office
The council shall determine the terms
of office for members of a committee.
Section 5 Rules
Each committee may adopt rules for
its own government not inconsistent with these bylaws or rules adopted by the
council, or policies of the district governing board.
Section 6 Quorum
A majority of the members of the
committee shall constitute a quorum, unless otherwise determined by the
council. The act of a majority of the
members present shall be the act of the committee, provided a quorum is in
attendance.
ARTICLE VII - MEETING OF THE COUNCIL
Section 1 - Meetings
Meetings shall be held on a
regular basis from October to June as scheduled by the Site Council
Membership. Special meetings may be
called by the chairperson or by a majority vote of the council
Section 2 Place of Meetings
The council shall hold its regular
meetings at a facility provided by the school, unless such a facility
accessible to the public, including handicapped persons, is unavailable. Alternate meetings places may be determined
by the chairperson or by majority vote of the council.
Section 3 Notice of Meetings
Written public notice shall be
given of all meetings at least 72 hours in advance of the meeting. Changes in the established date, time or
location shall be given special notice.
All meetings shall be publicized in the following venues: district
website, El Segundo Eagle Ears publication, and El Segundo High School Library
door.
All required notices shall be
delivered to council and committee members no less than forty-eight hours, and not
more than ten school days in advance of the meeting, personally, or by mail (or
by e-mail).
Section 4 Quorum
The act of a majority of the
members present, either really or on-line, shall be the act of the council,
provided a quorum is in attendance, and no decision may otherwise be attributed
to the council. A majority of the
members of the council (7 or more voting members) shall constitute a quorum.
Section 5 Conduct of Meetings
Meetings of the council shall be
conducted in accordance with the rules of order established by Education Code
Section 3147(c), and with Roberts Rules
of Order or an adaptation thereof approved by the council.
Section 6 Meetings Open to the Public
All meetings of the council, and
of committees established by the council, shall be open to the public. Notice of such meetings shall be provided in
accordance with Section C of this article.
ARTICLE VIII - AMENDMENTS
An amendment of these by-laws may
be made at any regular meeting of the council by a vote of two-thirds of the
members present. Written notice of
proposed amendment must be submitted to council members at least twenty-one
days prior to the meeting at which the amendment is to be considered for
adoption.
